Implementation of Electronic Governance: The Case of Society Interaction with Public Administration in Lithuania

ABSTRACT. This paper analyses the implementation of electronic governance, some aspects of society interaction with public administration in Lithuania. The main principles of electronic governance creation as well as the resistance of electronic governance development from the point of view of public sector are discussed in this article. The article also reviews issues of current e-governance legal regulation initiatives in the Republic of Lithuania. The questions of formulation of e-governance definition, as well as equalization, peculiarities and assessment of the level of implementation of the e-government legal regulations are discussed in the article with special attention. The aim of this paper is to:
- (1) identify the issues of implementation of electronic government, the tendencies of electronic governance development in Lithuania;
- (2) analyse the legal acts and initiatives regulating e-governance from a theoretical and practical perspective;
- (4) analyse some questions of interaction between society and governance by e-mail;
- (5) discuss the institutional aspects of electronic governance development;
- (6) provide some recommendations.
