Human Resource Training and Development Importance in Post Communist Countries in Cross-Cultural Context

ABSTRACT. The manufacturing-dominated economies of Lithuania, Latvia and Estonia, formed during the Soviet occupation, collapsed with the USSR. However, they are now well into the process of evolving to market economies. Among other aspects, this evolutionary process includes adapting to new social institutions and economic relationships, reacting to the impact of new technologies, and meeting the increasing social needs and developing employees in these countries. This review addresses the importance of cross – cultural human resource training and development in new European Union countries, and particularly in Lithuania. The paper draws on prior exploration of emigration process and its impact on unemployment rate in Lithuania, including statistical indicators of 8 post communist new European Union countries, theories about international, transnational and cross – cultural human resource development and its features such as language and communication skills in organizations. The main aim of this paper is to explore human resource development in post communist countries in cross – cultural context.
