Design of Committees for R&D Policy Making: Advice versus Interest Representation

ABSTRACT. The governmental committees system with the primary purpose for policy advice has been developed to the wide extent of the needs of decision makers. However, the mission of such institutional arrangements is going to be changed taking into consideration the society’s expectation for a more equitable sharing of powers between institutional decision makers and policy actors. To understand the phenomenon of participation level in committees, Lithuania’s R&D policy domain has been chosen for a deeper investigation. By highlighting parameters of the R&D stakeholders’ network, this study attempts to identify the barriers of committee design that have an impact on interest representation.
