REVIEW OF ENERGY EFFICIENCY POLICIES IN LITHUANIA

ABSTRACT.Energy efficiency is the main target of sustainable development policy as energy efficiency improvement allows to save means, to reduce energy consumption, energy import dependency and GHG emissions. The EU is aiming for a 20% cut in Europe's annual primary energy consumption by 2020. The aim of the paper is to review the newest EU energy efficiency policies and Lithuanian attempts to implement these policies. The paper analyses the newest EU policy documents on energy efficiency and reviews Lithuanian energy consumption and energy efficiency development trends. The Lithuanian energy savings targets and progress achieved in implementing these targets were assessed. Lithuanian energy efficiency policies and measures are analysed and policy recommendations are provided based on analysis performed .
