EMERGENCY RESPONSE DETERMINATION BY A CHOQUET-INTEGRAL-BASED HYBRID GAINED AND LOST DOMINANCE SCORE METHOD WITH INCOMPLETE ATTRIBUTE WEIGHT INFORMATION7

ABSTRACT. In practical decision-making problems such as emergency management, it is common to involve multiple attributes in different representation forms with either positive or negative interactions. To solve such kinds of problems, in this study, the gained and lost dominance score method is extended to solve hybrid multiple attribute decision-making problems with different formats of attribute values and the interactions among attributes being incomplete. Firstly, the calculation method of the gained and lost dominance scores based on the expectation of the difference between any two performance scores are given, which can help to derive accurate comparison results. Then, an optimization model is constructed to deduce the importance and the Mobius representations of attributes, based on which, the Choquet integral is employed to derive the global scores of alternatives. The method is implemented in an illustrative example about determining the preferred emergency response in emergency management. Comparative analyses and simulation experiments verify the applicability and effectiveness of the proposed method.
